www.nvu.com has a free wysiwyg html editor, if that software is not good enough for you, I would go with frontpage or dreamweaver editor.
For hosting service, there are many to choose from. However the free ones like (google superpages, geocities, freewebs) dont give you a domain name instead a subdomain on their site
for premium hosting, bluehost, startlogic are great for a few bucks a month
